"I was just walking over to the Oval Office and I said, you know, it doesn't feel right to have a picnic for Congress when we're working on doing something very important", Trump said in remarks at the White House. "Those who are responsible are the immigrant parents and the politicians who encourage them to come". "And that's coming in through a process, and the process is what we want".

The order opens by declaring that "it is the policy of this Administration to rigorously enforce our immigration laws" while "maintain [ing] family unity, including by detaining alien families together where appropriate and consistent with law and available resources".

The order says the Department of Homeland Security―and not the Justice and Health and Human Services Departments, as under previous policy―would have continuing responsibility for the families.
