Last Thursday, members of a USA military delegation expecting to discuss the repatriation process were left waiting at the Korean Peninsula's demilitarized zone when their North Korean counterparts did not arrive for a meeting.

North Korea celebrates its founding on September 9.

This meeting was the first between the UNC and the North Korea's military in nine years and four months.

The repatriation of remains would provide both sides with their first tangible results since the June 12 summit in Singapore where President Donald Trump and North Korean leader Kim Jong Un signed an agreement promising to address the matter.

North Korean officials did not show up to a planned meeting with United States officials at the demilitarized zone Thursday, where they were expected to continue discussions on repatriating the remains of Americans killed during the war, CNN has reported.

Citing an unnamed US official, CNN reported that the USA and the North were working to repatriate the remains of some 200 American troops in two to three weeks. The U.S. keeps about 28,000 troops in South Korea.

CNN reported last month that the Trump administration was expecting North Korea to return the USA troop remains and that planning for the exchange has been underway.

The amnesty, which will take effect on August 1, will be granted to those who were convicted of crimes against the state and its people, the Korean Central News Agency said. The U.S. team would then fly out with the remains on July 27, either to Osan Air Base in South Korea or to Hawaii.

"Bottom line is we have done the preparation in terms of cases and trestles to have them in place" when the North Korean side is ready to begin the physical process, he said. The Koreas remain technically at war because the Korean War didn't end with a peace treaty. The multinational but U.S. -led U.N. Command was formed during the Korean War and now helps maintain the armistice on the peninsula. Monday's meeting was focused on the return of remains, and the North Korean officials didn't raise other issues or request anything in return, the official told the paper. The sides also agreed to resume field operations to search for more remains in the North and to hold the working-level talks on Monday.

The estimated population of North Korea's prison and gulag system is believed to be around 200,000 men, women and children, according to rights groups, with most held for political and not criminal reasons.

The last time North Korea turned over remains was in 2007, when Bill Richardson, a former United Nations ambassador and New Mexico governor, secured the return of six sets.
