If sanctions are expanded even further to target Russia's top state-controlled banks, freezing their dollar transactions - as proposed under legislation introduced in the Senate this month - it would amount to a "declaration of economic war", Russian Prime Minister Dmitry Medvedev said Friday.

Vladimir Vasilyev, a senior researcher at the Institute of the USA and Canada in Moscow, said the Americans were strengthening sanctions "from an element of pressure into an ultimatum".

Medvedev's tone differed considerably from the nonchalant ones President Vladimir Putin and his lieutenants have used when talking about Western sanctions and downplaying their impact on the Russian economy.

President Donald Trump, who is spending the week at his golf property in New Jersey, did not comment on the recent sanctions when asked about them by a reporter on Thursday. Russian Federation doesn't retaliate almost so frequently, but has tended to respond to the biggest sanctions with comparable measures of their own.

"Making a linking to these events (the British poisoning) is for us unacceptable and such restrictions like those passed by the American side earlier. are absolutely illegal and do not correspond to worldwide law", said Kremlin spokesman Dmitry Peskov, according to Reuters.

A fresh round of economic sanctions are to come into force on August 22 as punishment for Russia's violation of global law, the department said.

Heightened concern spurred by the poisoning of a former Russian spy in Salisbury, England is prompting US national security officials to consider seriously the prospect of a similar attack, current and former officials said.

Newly announced USA sanctions-and the potential for a second round of actions in 90 days-roiled Russia's currency and blue-chip stocks as the country braced for further economic pain amid uncertainties over the Trump administration's commitment to enforcement. Under U.S. law, the next round of sanctions will start unless Russian Federation admits it used chemical weapons on foreign soil, promises not to do it again and agrees to allow global inspectors access to sites in Russian Federation to verify it.

The U.S. State Department on Wednesday invoked the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 to impose new sanctions against the government of the Russian Federation for using the banned Novichok chemical weapon against the Skripals.

Trump has repeatedly come under fire from lawmakers, including from his own Republican Party, for his conciliatory statements on Russian Federation, particularly at his joint news conference with Putin at their summit in Helsinki last month where he appeared to doubt USA intelligence conclusions that Russian Federation intervened in the 2016 election. Russian Federation did not and does not have, and could not have, any connection to the use of chemical weapons.

Gilbert Doctorow, a Brussels-based Russian affairs analyst, says that the U.S., particularly with the second proposed round, is threatening to "go for the jugular" in a way it has not during any of the previous acts of sanction dating back to the Crimea secession in 2014.

Word of more US sanctions has rattled the Russian currency and stock markets.

The surprise sanctions, in line with U.S. law that obliges action if chemical or biological weapons have been used, saw the value of Russia's rouble plunge to a two-year low.

Russian Federation has strongly denied playing a role in the attack.

Sanctions waivers were in place for certain key sectors, including space flight activities and commercial aviation safety, the official said.

European countries and the United States expelled 100 Russian diplomats after the attack, in the strongest action by Trump against Russia since he came to office.
