Brexit legal advice warns United Kingdom could be trapped in endless negotiations

Britain's Prime Minister Theresa May during a debate on the Brexit withdrawal agreement in the House of Commons in London on Dec 4 2018

"There are three options: one is to leave the European Union with a deal ... the other two are that we leave without a deal or that we have no Brexit at all", she said.

Britain's Prime Minister Theresa May arrives at a news conference after an extraordinary European Union leaders summit to finalise and formalise the Brexit agreement in Brussels, Belgium, Nov 25, 2018.

If parliament rejects her deal, Mrs May has warned Britain could leave without a deal or that there could be no Brexit at all.

"If we get to the point where it might be needed, we have a choice as to what we do, so we don't even have to go into the backstop at that point", she said.

MPs have restarted their five-day long debate on Theresa May's Brexit deal in the House of Commons.

Mr Whittaker (Calder Valley) said: "As the deal is only about the withdrawal and implementation period, I am quite pragmatic about the agreement". The addition of a no Brexit option is a new development by PM May who has always argued that no deal is better than a bad deal.

If the deal is voted down, some members of parliament from both main parties have said they would act to stop a Brexit with no agreement, which business chiefs and investors fear would weaken the West, spook financial markets and block trade.

In 2017, the government went to extraordinary lengths to suppress the publication of its Brexit impact assessments, and it has now become the first government in history to be found be in contempt of parliament for its refusal to disclose Cox's final legal advice.

Asked if she had a plan B if her deal was voted down on Tuesday, May said: "That question is not for me, that question is for those who want to oppose this deal".

As investors and allies tried to work out the ultimate destination for the world's fifth-largest economy, the Northern Irish party that props up Mrs May's government said legal advice about the deal was "devastating".

"All week we have heard from Government ministers that releasing this information could harm the national interest".

"I think members on both sides know she has worked phenomenally hard to try to secure the best agreement", he said.

This could mean that the government had not actually received any formal legal advice on the Withdrawal Agreement before, despite May publishing her formal Brexit plan weeks earlier.

The Protestant, pro-British DUP says the deal weakens the bonds of the United Kingdom by treating Northern Ireland differently than the rest of the country.

Deputy DUP leader Nigel Dodds said: "The overall context of this is ... a deeply unattractive, unsatisfactory presentation and he (Cox) needs to therefore, rather than recommend this agreement, recommend that it is rejected".

Veteran Tory Brexiteer Sir Desmond Swayne claimed "the game is up" for those who want to leave the European Union after MPs voted themselves the power to tell the government what to do next if the deal is defeated on Tuesday.

MPs then inflicted a third defeat, passing a cross-party amendment aimed at strengthening the hand of Parliament if the deal is voted down.

She told BBC's radio program that she was talking to her colleagues about their concerns over the Northern Irish backstop, on which experts say the December 11 parliament vote on the Brexit deal would hinge.

Mr Graham said: "What we are trying to achieve is something that gets a lot of support from colleagues and that the government, we hope, will take forward because it will make a real difference to the vote".

Anti Brexit supporters demonstrate outside the Houses of Parliament in London.

May's minority government governs with a working majority of 13 thanks to its deal with the 10 DUP lawmakers.
